Independent Sector is a supporting partner of a proposal by the Council on Foundations and TechSoup Global for developing a more efficient system for determining whether foreign grantees qualify as equivalents of U.S. public charities to meet one of the key IRS prescriptions for cross-border grants.

As part of its June 2009 report [PDF], the IRS Advisory Committee on Tax Exempt and Government Entities (ACT) urged the IRS to give priority attention to this proposal for an Equivalency Determination Information Repository, since it would facilitate international grantmaking and ease tax compliance.
